some findings:

1.) Mobilizing troops from further cities away (allows them to be garrisoned at the closer city, cutting down on mobilization times in the future)

Also makes it easier to just click send from XXXX city

2.) When you join the rally seems to have no effect on # of battles

3.) Meli and I will be testing whether taking over a city where troops have been mobilized from stops the mobilization tmrw
