Beating the game on Hardcore Veteran unlocks all Hardcore rewards. There are no rewards past this difficulty on hardcore. Beating hardcore on Survival will not unlock all Hardcore rewards. Hope this helped everyone.

Passing a difficulty gives you the rewards of that difficulty and the ones below it
And also if you don't have savior, it is bugged aswell and might be fixed next patch
