I have done everything in the game(except the bugged Revivalist Trait) and I have been farming Corrupted Crystals and Simulacrums non-stop.
I went to the vendor to see how much the crystals sell for and I pressed R to see the price for all and It only adds 399 (or up to 99,750 scrap value) to the vendor, then for the rest, I need to increase the value manually one by one.

It might not be a “bug” per se, as much as it could very well be the intended cap for the function. Of course I can also be completely wronf

If the text below says "All" it should actually, sell them all. If it doesn't either it's a bug or a UI issue.

I agree but I’m just throwing out an idea is all. Kind if like how when buying items, the “all” cap is 99 even if you have scrap for more ¯_(ツ)_/¯
