This sounds like a fuel pump or a fuel filter issue. You can try taking both out, see if they're clogged. Good luck!
Can affirm with LayZey i would check your fuel pump or fuel filter. Easy way to check which one it is is to bang on the gas tank with a dead blow hammer while you try to start the car
If it starts, its probably a fuel pump issue, if not, look at the filter
Some cars have split tanks with 2 gauges to measure how much fuel is in the tank, if one of them is stuck at the top, the car shows half a tank of fuel left while actually being empty
I’d try to fill it up to the max, try seeing if the amount that you can put in is actually only half a tank or more

It’s my grandfathers car and I’m down for a short time so trying to figure this out before I go. Will take the car and fill it up, it’s at a half tank right now so if I fill it it should go to 30 liters

This gen of Honda does use a fuel filter, that can be found in the engine bay by the fire wall.

Which is odd because this is a great gen of accord.
You have a fuel pressure regulator for this car too. It is attached to the fuel line in the engine bay. However if this was bad, I would assume it would cause issues at any fuel level in the tank
I’m leaning towards fuel pump. Being the issue

We replaced the fuel pump
I just filled it up and the gauge is correct. Gas stopped at 7 galls which is half a tank
I would put a pressure gauge on the fuel line coming into the fuel rail..
Once we get to below half a tank?
We also live in another country in Central America so it’s not easy to get parts
I would do an array of measurements
Have you drained the tank?
This might sound stupid but fuel is lighter than water.. maybe water ended up in the tank somehow
How do I do that. and how long does it take
easiest way would be to stick a hose into the tank attached to a pump probably
He claims they took the fuel tank out so there can’t be any water in there

Tank could be pulling massive vacuum under half
This does not sound like a very healthy engine
