For a 17 year old car, these are completely reasonable repairs - especially for less than five grand. Every cheap and/or old used car needs something, whether the seller is aware of it or not. Having said that, it never hurts to get a second opinion. What were the symptoms that led you to bring it to the mechanic in the first place?

Cool. Do you live in an area where there is emissions testing in any form?
That gives you options. If it runs ok then repairing the catalytic converter can be optional. If it’s clogged and causes issues with the car running/accelerating, you could also do a generic or aftermarket cat and those are usually cheaper. The only drawback is sometimes you still get a p0420 trouble code (check engine light) with aftermarket cats.
I personally have never heard of a cleaning that works but there is a first time for everything 😆
Try another shop for a second opinion, see what choices they give you
but from your point it wouldnt be a horrible idea to get it replaced

If you don’t have emissions you could “gut” the catalytic converter. Which is just take the converter off and knocking everything inside of it out. A bad/clogged converter will also come with a bad smell supposedly like rotten eggs.
Remember though: clearing it out will leave a check engine light on permanently
Only for like bus and truck cats do they do that well.
OP go to a junk yard, or buy a new one. This car will last you 300k+ miles
