need help reattaching a wind deflector thing to a 2022 honda crv

Somehow it detached from the bolt, need to reattach it because it's hitter the tire and the socket won't fit. This is on the rear passenger side

don't wanna take the wheel off but I don't see any other way

Wrench instead of socket. Annoying but easier than removing wheel. Or turn the wheels so it’s canted to one side, then your socket might clear it

Can't turn the rear wheels and I don't have a wrench small enough atm

the bolt holding it to the frame snapped in half and the other half is stuck
