Getting my popcorn out for this conversation. These are always fun.
In what state? I’ve lived in six states and this was never a law.

You can coast as long as you'd like in neutral. the clutch isn't being used when you're in neutral. However, it is better to downshift for safety reasons
Downshift first, then use brakes additionally as necessary. My own experience is that engine braking doesn’t really slow me down much (I may be doing it wrong or maybe my cars just have small engines) but most folks will say this is safer than shifting to neutral and using the brakes only.

The laws are gonna be carried out the same way as other provinces in safety terms. Only thing that changes is vehicle restrictions and regulations

You should have full control of your vehicle’s forward movement (gas and brake) at a moments notice in case of an emergency.
