If you want cheap cheap, you can go with a sheet of ABS plastic. If it needs more strength, you an make supports from strips of aluminum. Same as I did here, although I used a sheet of aluminum for mine. By the sound of it, you won't need that much rigidity.

Use big rectangular thermocol and shape it first but little smaller so u can get perfect size of
Epoxy plus fiberglass rolls
Use more epoxy on top and less on under it
U can sand the upper surface and remove pattern from the epoxy and then colour it

I agree you can get plastic hella cheap at some shops. Picked up a bunch of thin sheets for custom wheel wells I might make.
