Other owner did something weird with this. It seems like the catalytic converter pipe was painted or something, and the exhaust is leaking where it meets the manifold. looks like there's a gap there, maybe causing the leak. thoughts on what I should do? (bubbles from finding leak with soapy water)

well yeah there are clamps but that's much further down
