Please double check your in-game audio settings to ensure you have VOIP audio enabled and turned up.

all i see an option for is voip mono audio and that does nothing

Also check your Call volume settings in the Quest itself. For some that defaults to '0'.

Just to confirm so far...
On Quest, Both volume settings are up:

In game, voice chat volume is up:
Settings (gear icon) > Audio > General > Voice Chat Volume

If so, do you use headphones, a non-built-in microphone, or have your device connected to anything via USB?

Yes call volume app media volume and in game voice chat volume are all turned all the way up
