How can I increase the Render Scale for the Steam version?

How can I increase the render scale for the steam version in VR?
I noticed the MinSettings.bat file in the install location has a line for render scale, I would like to increase it. The game barely utilizes my GPU, and the game looks fairly etch-a-sketch (low resolution) on my Valve Index compared to other VR games.

If you go into your in-game settings, you can adjust the Texture quality and other settings.
