Here's everything I know about Steam VR purchases, I hope it's useful!
Making purchases in the SteamVR version of PokerStars VR:
To complete purchases in PokerStars VR while playing on SteamVR, you must have all In-Game Overlay settings Enabled. If you cannot complete a purchase while in game:
1.) Please completely exit out of the PokerStars VR software.
2.) Inside of your Steam software Graphical User Interface (GUI), move your mouse and navigate to your Settings by going to Steam -> Settings and a new Settings window should pop up.
3.) Navigate inside Settings to the In-Game category, and ensure that Enable the Steam Overlay while in-game box is checked so that this setting is Enabled.
4.) Click OK at the bottom to save these settings and close this window, and navigate to the PokerStars VR software listed under your Games in your Steam Library.
5.) Right click on PokerStars VR and select Properties... and locate the category GENERAL in the new window that pops up, where you will also check mark the box next to Enable the Steam Overlay while in-game to Enable this setting for Pokerstars VR.
6.) After this, you can launch PokerStars VR and proceed with your in-game purchase. Purchases made through SteamVR are handled by your Steam Wallet, so you must have sufficient funds in your wallet before purchasing, or you will be prompted to add funds before completing the transaction. If this window does not display automatically when trying to complete a purchase, press your SteamVR Button on your controller.

When attempting to make the purchase, minimize other windows on your computer monitor, as there may be a prompt that you need to respond to hiding behind other windows.

yeah bro u just need to press the ocules button then press the steam vr app and you should get the screen to buy it

all other windows are closed, if theres a popup its behind the app itself and it can't be minimized
seems like its a steam issue, the VR view for steamVR shows the transaction request but I dont have the ability to interact with it
got it to work, had to close the game, SteamVR, and disable the quest link and then relaunch all of it
