It can have a location for each Mob but it gets populated by killing mobs in the earlier worlds. To open the portals you have to kill Valhalla versions of mobs until the number of valhalla mobs available is below a certain amount. Ex. you've killed 1 million mushrooms in the lower worlds and have to kill them in valhalla until total pop is below 900k. spots can relock if you kill more in lower world .
