The whole point of not allowing candy in w5 is that whales and candy hoarders don’t finish new worlds instantly.
Your suggestion negates the whole point of it.
Not saying there is still a reason for blocking candy since w5 is kinda old now but it’s always been this way until now. I don’t think lava will change it till w6 release

This is actually wrong, it hasn't always been like this. Until World 4 you could use candy whenever, Lava changed it with World 4. And letting people use their candy to get through new worlds is fine- they run out of content faster arguably, but that is their choice, and they can just not use candy if that bothers them.

The other part of it is having the top player not too far from someone starting out (you can think of clash of clans) so the more worlds that come out slowly the beginning game goes faster (or it should) but since there isn’t a hard cap limit, limiting candies helps
