When your damage reaches certain threshholds this building increases the amount of basic mob drops you get from enemies whether you active or AFK in the map. Deathnote overkills also counts towards Zow-ing. Deathnote has 2 key terms: Multikill Bonus and Multkill Tier.

Multikill Bonus is the amount of bonus resources you get from a monster. Increases based on the number of total mobs killed by all characters. This % differs for w1, w2 and w3.

Multikill Tier is based on how much extra damage you do to mobs over their HP. The more damage you deal over their HP, the higher the Multikill Tier for that mob is! Each tier you reach multiplies the Multikill Bonus!
