I think I've found the reason, as they've started spawning just now. I am 99% sure that it's simply due to some kind of system that prevents them from spawning while player hasn't killed all the guaranteed crystal mobs of the day, which is likely implemented to prevent players from getting too much loot from giant mobs due to huge DK stacks that are easily obtained by using those crystal spawns..

and since guaranteed crystals got nerfed to maximum 1 per 2 seconds, you're now supposed to afk for some time before being able to get giants to spawn properly
