whatever the max is, I would advise checking your traps to see how the rate is and judging if it's worth increasing level

if you have the trapping drone you can also place traps on your Windwalker/Beastmaster to increase shiny rates on the traps

It's not that difficult to get guaranteed shinies with maxed out shiny snitch prayer. If you're worried about shiny snitch getting in the way of shinies actually dropping, I recommend looking into getting more sources of shiny chance instead of keeping shiny snitch lower.
