No point of diminishing returns per se, but some dishes don't deserve great ribbons. Ribbons of the same level can be applied to a ribboned dish, and the ribbons will combine like normal on the dish (sorry if that sounds cryptic). I don't think I can personally tell you a good stopping point.

If you're only at 25%, then you don't have any skull equipped. the basic skull has a maximum of 100% charge, and there are also bubbles in the wizard pot of alchemy that can increase your max charge as well
