Blood Marrow affects cooking speed NOT fire speed it will not help you make new meals, only create existing ones, the mentioned Diamond Chef and Flouride Atom I do believe both affect cook and fire speed
For sake of Blood Marrows value it's also important to know that it is dampened by 100x compared to the implication the base description would say (the popout window value is correct but to explain why it's so low)
depending on your talent level it will take ~450-600 meal levels before it starts being notable in its gain
