eh you want to specifically target certain artifacts. When you get a new tier, first get faxoury tusk and 10AD Tablet, then you can shoot for lanterns, trib rock, socrates, furyrelic, opera mask etc.

1-199's rate increase I imagine is more meaningful than 200-399s though given you'll be refreshing abilities consistently anyways after 200 and the % increase will likely mainly affect the rate of cooldown of Cranium Cooking itself assuming you're going for multiple

Use w4+ stones on an different character to get secondary stat based armor for more accuracy. Eg. Stone your DK’s armor with a mage to get wis based armor

which doing a small amount of any of these fixes your acc problems
