I use toolbox on daily or active alerts, or if I know what I'm looking to accomplish.
I use IE if I don't have a direction for something or I don't know what I should be going towards.
e.g. toolbox tells me I've got 20 library books ready. I use IE to figure out which skill is probably my next priority.
