Yes and no. Breedability is initially about unlocking new pets. It's a multi for the success odds. In days gone by, the W4 achieve for 15 T7 Hearts was basically unobtainable, but the only other reason to push it. Then Tome came out with a Breedability Tome, and now - finally, yes WW. They have a talent that gives crit chance for total breedability levels.
