when you're missing things or when you are getting a bigger average multiplier than your current shiny fish. so if i was levelling right after rebirth, id spam shinies on cooldown until i had at least some of every shiny fish. after you have some of everything, id typically only pull when you can at least double any one shiny fish if you were to roll it. since shinies affect each other's multiplier its super important to rush having all 6 tho
