buying chips from the gemshop wont make much sense for a long time for your account (until you start crystal farming and need choco chip, which is an insanely important upgrade), and buying jewels wont make sense until you start scooping up some of the low tier ones (you also wont be able to light up most of them at low lab level)

The next choco chip is on january 16th (100% you need to save up for this, 200k pinion Spurs, 100 Cheese, 100 Beach Docks spice), knowing this if you had to choose between chips and jewels the obvious 100% choice is jewels

But of course most would advise to spend your gems on something else for now
