Jewels are nice, but again it's rather RNG, it's up to you. but going by the fact your F2P, I do not recommend wasting them, but it's up to you on how you want to play.
As for things to buy, it would be best to buy something that is more long term and permament like more Kitchens if you don't have any... Probably check the Tier List for Gem Shop stuff imo.

Well for starters Lab is fine imo, once your W7 and get Legend Points Lab will skyrocket, Chips is something like all players can get per week as well as the Jewels.
Cooking and Sailing are both something that just needs time to improve, again W7 can help with this as well. But both offer nice bonuses, so it's hard to say off the top of my head which would be better. But like everything there both worth working on.
Breeding is a bit of a waiting game for the Eggs and takes time, no need to rush it imo.
Sorry if that isn't much help. If I had to guess, then Cooking to aim for the Yumi Peachring Meal

It's up to you, but I don't think you will be months behind, there are a lot of other things that can help boost your account like the good old Alchemy lol. I'm unsure where your at as well, I would assume W5 or W6. So you have time to make improvements

Yeah, also incase your not sure, for Boron if it's not maxed or when you increase your limit. If you spend your Particles, then lvl Boron up once only, it will give you max particles again, then level it once again and repeat 😄
