Universal mail-in ballots have issues. Absentee votes have to be requested, the people who request them are expecting them and, if stolen, will start asking some very pointed questions.
If you start mailing ballots to everyone, every mailbox will have a ballot. All you have to do at that point is check which areas historically have low voter turnout, steal their ballots, and possibly not even forge a signature depending on which legislation is passed. They might never even know their ballot arrived, or that somebody voted for them.

I also follow several youtubers (Tim Pool, milquetoast fencesitter extrodinare; Barnes Law, a respected US attorney) who have received ballots addressed to people that don't live there.
Edit: re-read the article. Those provisions (and that section of the article) don't really matter here, because it talks specifically about foreign actors faking ballots. Not about legit ballots being stolen.
Anyway, at the end of the day, I can safely say neither us will convince the other. We'll just have to agree to disagree.

See the big problem with your whole "muh mail-in voting fraud" argument is that it completely ignores the reality of committing large scale voter fraud.
Going around entire neighborhoods and grabbing ballots is easy to notice. You need a lot of people to do it and each person you add is a potential leak that can break the entire operation. You would need millions of people, all with perfect secrecy, acting without anyone noticing.
Needless to say, it just doesn't work. The Heritage foundation database you so kindly linked shows exactly that.
Electronic voting on the other hand...
Get a SINGLE person to compromise the counting server and you gain total control on ALL the votes.
Compromise the machines (as is routinely done during Voting Village at DEF CON) is easy and lets you change what you want with no visible traces.
You can do all that with a small team of well trained operatives.
So either Republicans aren't aware that Mail-in voting is a non-issue and electronic voting is...
