Anyone know the max level of a skillers Value/Speed? I've noticed miners have a max speed lvl and was wondering if skillets have a max as well.

Different skillers in the game have different max speed levels. I don't know anything about max value levels but they go hella high.
Most things with a max speed level are modified by other things, for instance the speed of your Training skillers only goes to 100 but after that relies completely on bonuses from other screens including, importantly, Smithing. The first item that raises skiller speed in smithing is "Fast Reps" in the bottom-left corner of the "novice" smithing menu
