You gotta be lucky it is the first bundle available or it gets shown in Town. (On some occasions it will show a different pack than the first shown in shop.)

It shows roughly the same bundles depending on what bundles you've bought before.
Once you buy all bundles you won't get any notification in Town to buy a bundle. (Basically ad free.)
