My theory would be that the game literally checks the stored amount of power and converts that to salts when you click the button/the game collects with auto refine. However, when you have auto on and the currently stored power is 0, the next tick of auto just plants your base rate into the output, and doesn't apply the panda multiplier to it, because the panda multiplier is applied directly to the power value, which is currently 0.
