Best thing you can use is IT and toggle on the threshold for 90 and just focus on getting all the bubbles at 90% effect, after that it starts scaling higher to the point that 100% effectiveness is just not attainable, best you can do is like 99% or 99.9% but that ends up going into the thousands and tens of thousands
