Okay, I'd like some advice from some other veterans, or just folks that are better at this than me. The refinery has long been a 'waiting game headache'. I've got it balanced in the most basic way, but I've seen people with the refinery cranked up to ridiculous levels on here. I know that the resource cost raises to outperform output with each level, so why rank up so high? Does the ranking eventually balance out again at higher levels?
