If you look at your dashboard on IT, it'll actually tell you when they "cap" their linear multi growth

Monuments build in multi up to a certain point (based on Engineer Schematics and other sources) and this growth is linear.
Once you reach your linear cap, it'll then have diminishing returns (it'll say "Go Fight!" or something when that happens). Ideally, you want to do it just prior to, or as it linear caps.
