My guess would be they don't consider the base artifacts as a form.
That and I'm not sure about Sailing Artifacts but just about all content if you unlock something before you have access it just gets you access to that content previous content and you still have to unlock the other methods.

This isn't a hard and fast list. Pick whichever you feel you could use more of. But always choose Multi if it's available.

I would recommend using fireball, i had the same issue because my talents were pretty low so my auspicious aura didnt come back up imediately, and the extra aoe from fireball was really nice, especially since their hitboxes are large and they overlap pretty often (you might be able to just by changing the order of your bar, but if that doesnt work Its worth at least trying fireball)
