Should I be saving my plants to get more evolution tiers unlocked for the log book?
For T1-T5 evolutions, you will get them naturally and easily over time as you progress through gaming. Do not save your sprouts, just harvest them all.
For T6, you will get them all naturally by time you reach around ~1B/T red bits. Do not save your sprouts, just harvest them all.
For T7, you can get them all once you have instant gaming (very late stage), requires deep farming (W6 skill). Setup board to have 1 or 2 of the plant you want the t7 for with the rest as chemplants. Use all the chemplants and they hit t7. If they don't, reset and restart.
For T8, requires instant gaming, a lot of setup with chem plants (anywhere from 10-20 hrs worth of chaining), and pray to the RNG gods.
TL:DR - don't go chasing waterfalls evos

This has somewhat changed with the patch, but the reasoning behind it is still the same, no reason to chase higher tiers until much later

Why doesn’t the Bravery NPC want to talk to me? I did what he asked?
Bravery (acts like Fractal Island in W2) where afk time is ignored until you have accrued at least 1 full uninterrupted hour.
To get started on the quest, you must leave at least 1 character at the Bravery NPC, for the full hour uninterrupted in ONE afk claim.

Once you are progressing on Bravery, all subsequent time after the first hour is rounded down to nearest whole hour. So you ideally want to claim AFK time if you are just past an hour (2:03 rounds to 2 hrs) or alternatively wait a few minutes if you are just short an hour (wait 3 min if you are 4:57 to get full 5 hrs).

see thats what i was thinking yesterday but i dont think it is cuz my other people with 2k eff pretty much have the same prayers the only one thats different is the eyeball prayer but that just does plus 177% accuracy minus 30% damage ill take it off and see if somehow that was the cause but i dont know how it could be

yes, it used to be if you had the chip, the 3 signs you selected would be doubled on that character. Now it is every infinite gets doubled on that character, a straight upgrade

and, in theory, you should only be checking sailing on one character, and that one should have the star sign doubler chip

Gold stopwatch does not make time pass. It simply does a daily reset. So anything dealing with the start of day, which nothing in spelunking that I've found does.
