Mushroom: Expect afk claim times in the 45 minute range for 30x DR, 2 hours for 20x, 3 hours for 12x (multiply these times by however many "bundles" of statues you want)

Golem: Expect afk claim times in the 6-8 hour range for 30x DR, 10-15 hours for 20x, 20+ for 12x

TL;DR - More DR/respawn equals shorter times to claim, more MK means more statues per claim (prio MK, don't use DR prayer).

When/Why should I be resetting/renewing the Bell in the Hole?
At Engineering Level 11, you will unlock the 'Triple Tap Tinkle' schematic which gives a higher chance at +2 levels per ring with a new chance of +3 levels per ring. This is the first point at which it is recommended to do a Bell Reset.

With the release of C11-15, there are 2 new bonuses (extra rupie chance for C11 and double torch chance for C15), a new schematic ('All This Ringing in my Ears' at Engi 24), and Studies (5th villager Librarian) which provide massive bonus levels. Resetting the bell is an important tool to RNG into proper bonuses from here on out.

For instance, Bell Study at level 10 provides 200 levels every 20 rings. This massive amount can trigger the 2x bonus from 'All This Ringing in my Ears' resulting in 400 levels for a single click. Even without triggering any other bonus, this results in an average 20.95 levels/ring -- compared to a good average of 1.8 levels/ring prior to C11-15 release. This potentially allows for massive Bell bonuses so long as you RNG procs into desired bonuses.

the cost for rolling is proportional to the%, so a 100% roll costs 100x a 1% roll, gambling on lower %s has the same average cost but due to the very low sample size you'll have will be significantly more variable than 100% rolls, so it's just whichever you feel you want to do
That being said you definitely want arctis at minimum but you'll likely stay doing div for longer, there are other very notable gods you want unlocked and the point where it being a jail fully ends is when all characters have lvl 40 div and you have purrmep usually as a minimum point (although having all gods unlocked for their blessing is useful)

lvl 40 div and purrmep specifically gives you purrmeps main link (doubled div points and EXP) and lvl 40 div gives Tranqi (lets characters get Div EXP while not doing div)

since arctis (second god) makes any character linked to them count as being activei n the mainframe even without doing lab

yea getting arctis at least is very useful to allow your characters to unbind from the lab, you will at some point want to get them all to Tranqi but if you have other things you want to do you don't need to be super worried about rushing towards it

it can be rng but isnt necessarily, for sake of it your RDR and kills per hour (real kills NOT multikill/kill per kill and the like) are used to determine your chance of getting drops up until you receive I think it's enough time to on average receive 2x of the drop, at which point I think you are certain to gain the amount and either rng to get another or just the certainty brackets
However the reason you see one getting 0 and another getting multiple is because multikill is relevant, just not for how often you get the statues, but for how many you get per "bundle" of them at each certainty point

if one got 0 though it was below the threshold to be guaranteed a set of the statues, and the other may've also been but gotten lucky and then their Multiklill caused them to gain multiple
