Because the multi-resource cap increase is only useful for sampling. Unless you're sampling every day, it's better to reset conjurer points, do all of your sampling, and then reset points again to put them back to BiS ones.

If you put ONE point into the talent, it makes the little circles appear inside there. Each small circle requires AN ADDITIONAL point spent on that talent to highlight. If you do that and it still doesn't light up, try cloud saving.
