you have to get a singular artifact in order - i.e. base > ancient > eldritch > sovereign. but you could easily get a sovereign artfiact before a different eldritch.
the only way to get something like ancient > sovereign is in a large claim, they found both the eldritch and sovereign forms and they just never saw they got the eldritch
