From how I interpret it, the weapon power on bows dropped scales with the HP value of the mob that dropped them. Hence a W3 sheepie would drop bows with higher weapon power than W2's potatoes.

You can probably just do gigafrogs first but you need some starting obol fragments. Only make the silver pop obols though, pops are worse compared to the drop chance obols.

Assuming you hvae upgraded your gear/weapons etc used upgrade stones leveled up your talents etc and you still can't dent him, then your simply too weak and you'd need to get stronger
