you can get ladles from the w4 miniboss on the purple mushroom map, w4 colo, or po box orders
you can also get a lot of cooking speed from Bravery in the Hole, making ladles less of a necessity except if you're trying to cook new stuff
also getting Diamond Chef (yellow 18) bubble unlocked and meals pushed to 11 helps, as well as upgrading your kitchens to make use of Cabbage meal
