And harp doesn't require afk time like monument so it's a easy thing to get used to checking daily

When should I be resetting the Bell in the Hole?
At Engineering Level 11, you will unlock the 'Triple Tap Tinkle' schematic which gives a higher chance at +2 levels per ring with a new chance of +3 levels per ring. This is the first point at which it is recommended to do a Bell Reset.
Afterwards, you would only want/need to reset if the bonuses provided by Bell Rings have rng-ed into a bonus you do not want or failed to provide desired levels in a bonus you do want. Alternatively, you can view the average levels per ring you've received through a resource like !review (AutoReview) to see if you would want to try to gamble for more levels/ring.
With the release of C11-15, there are 2 new bonuses in addition to Studies which provide massive bonus levels for every 20 rings. Resetting the bell likely will become very important to RNG into proper bonuses from here on out.

think of afk as: long single file line of mobs with x amount of space in between. game simulates you killing mob and walking to next mob.
think of x as your respawn rate where the higher your respawn rate, the shorter the distance between mobs. if your respawn rate isn't changing, you may be able to get to the next mob in enough time that it doesn't matter such taht increasing your speed may not make enough of a difference. you'd need a large increase in respawn rate such taht you need to move quicker between mobs to see a significant difference

yes and no. another fake example to for explanation pursoses only (no concrete numbers) -- if you imagine a finite line with mobs at x spacing, you'd only be able to fit y of them along that line with the forced x spacing. you'd need to be able to reach next threshold of x where you'd be able to fit another mob in that finite line that adding respawn makes a difference.
