You did not drop the recipe - It's not greyed out since you got a different recipe of the world. This is a common misconception and there is no bug such as "I used that Item when the Anvil Tab wasn't unlocked"
All you can do is increase your Dr and farm some more. I recommend 15x+ dr and just send someone afk there or active farm ES if you really want that recipe
Overall it's not a big increase for Vman damage so u could skip it

The Drop doesn't count Multikill and Kill per Kill so it often seems like you are needing far more kills than the average recipe drop. The best way to see how far you are is your amount of Royal Suggma Urns in Storage. On average you should drop the Recipe when you got 1000 Royal Suggma Urns. There are some people that dropped it at 5000 so u gotta be a little patient
