Don't know the guide in question but there is a) a rift bonus "Stamp Mastery" for a 95% price reduction, you can get one per day max but they stack. and b) an atom upgrade that give a 90% reduction when fully charged. (and yes with both it is price * 0.05 *0.1) both are used automatically if you have them
