Yes and no. Kilroy's map includes both kilroy spawns and the "regular" spawns that are usually on that map. Those will be affected by regular respawn while kilroy spawns will only be affected by kilroy respawn upgrade (from equinox).

The regular spawns are also affected by things like dk's respawn (if all regular mobs are dead at the same time, disregarding kilroy's) and bubo's raise dead (which again only raises regular mobs)

I think it's super reasonable to complain and be critical.
I also think it's frustrating and less fun than being able to mostly-deterministically work towards a goal.

That's what idle games' main allure is to a lot of people: seeing consistent progress and numbers getting bigger.

I don't mind some minor RNG like vials, where you maybe take 2-3 days to get the vial you really want if you're unlucky (assuming maxed bonuses). But something like nugget rolling 1-1585 with exponential weighting is pretty frustrating. Or needing to hit 0.02% rolls for every unlock in sailing or chem plants or whatever.

"Every time a chest is opened without an artifact, you get a slight bonus to artifact find chance. Bonus is reset when finding an artifact."

That way you would eventually stack up the bonus until you deterministically find an artifact. RNG is still present for an early find, but now you have a pity of sorts.

Yeah, it's difficult to pin down the true effect without a specific effort from multiple people to compare between many runs.

Anecdotally the evidence I've seen so far is pointing towards it at least being "certainly not better than putting a point into time."

Time is, at least, consistently helpful for increasing kill-count.
