The whole point about no po vs po is so that your Orb does not overlap

267 Orb with PO box, anything longer will overlap and reset your orb counter TWICE.

a 300 orb without po box doesn't overlap and is several seconds longer than a 267 orb talent. Meaning more stacks = more dr. = better

It has to do with the cooldown of the DK orb. You want it to last a long time because you get more DR from it when it has a high kill-count, but recasting it causes the number to reset.

So you want a high talent level, which increases duration, but don't want to recast the orb too early otherwise you lose all your stacks.

With the PO box that gives CDR, you run into the cooldown of the orb timing out earlier, so you need to keep the talent level lower to prevent casting the orb while it's already out. This leads to less duration, which leads to less time spent enjoying the benefits of an orb with a high kill-count.
