and then max all others

Probably a bit situational and minor. but so would be respawn.
It comes down to what speed run you're doing. Portal run vs Sample run.

Respawn would probably do very little after you get the w1+2 bosses down (especially if its just a portal push run)
Mk/tier chips kinda similar, since your talent gives you such high mk/tier it wont do much when the buff is up, but will still help when it isn't up.
