Nah this is where things get kinda weird.
Say you have 150% move speed, and a chip that takes you up to 175%. this chip stops working at 175%
You gain 20% move speed from this talent, which takes you up to 195%, but actually the chip is still limited at 175.
So you get 150+20 (from talent) = 170, +5 = 175% from the chip
You basically need a buff bigger than what the chip is in order to reach 200

shell on the other hand. lets say gives 30%/29% on the level up, that’s 3.5% relatively more or 1.035x. of course the levels get harder to reach and the relatively more keeps shrinking over time
