no, they're just really rare. The rarer something is the more likely you're to fall victim to statistical variance.

Best way to guage your luck is to count how many royal ashes you have, the rare drop from the mob

The item is 1000x more likely to drop than the recipe, so the average player will get 1000 by the time they get the recipe.
