It converts all resources above your set threshold. And gives you atoms in exchange. However it can and will convert decimals of atoms. If you have your threshold to 15m, and you have 20m resources, it will convert the 5m, but you will not get an atom. Because it's only half an atom.

Well, if you only have 1 resource that can go above the 15m threshold, you need 25m of that resources. But if you have, for instance, 10 resources each at 20m, and your threshold is 15m, than you will get 5 atoms. Because you have 50m total resources over your threshold.
