Each additional portal stack you can secure makes a large difference in the overall loot you get.
In practice I often see accounts benefiting more from maximizing their DR cards, but there are definitely some cases where the damage cards will perform better. A 15 stack increase per portal is pretty major, so if you have an otherwise strong DR without the cards then damage might be best for you currently.
