I do agree that characters don't need to be black to represent certain cultures, like how characters can "feel" black despite not being black like Picolo or Knuckles, but not including any dark skinned character is a concsious choice.
Considering how removing the presence or the achievments of black people has been a strategy used not that long ago to promote racist ideals, some people might get worried if they notice the lack of dark skinned characters in places they'd expect to be more.
